The minimum age for direct recruitment is 18 years, and age will be calculated as on 20/07/2026. Age relaxation is applicable as per Government of India rules, including 5 years for SC/ST, 3 years for OBC, 10 years for PwBD candidates under UR, 13 years for PwBD candidates under OBC and 15 years for PwBD candidates under SC/ST. Additional relaxations are available for Ex-Servicemen, eligible Central Government employees, widows, divorced women and judicially separated women who have not remarried, as prescribed in the notification.

Eligibility / Qualification

  • Deputy Director (Medical): A recognised postgraduate medical qualification approved under the Medical Council Act, 1956. Training in medical education technology and knowledge of modern evaluation techniques such as MCQ and MEQ preparation are desirable.
  • Junior Programmer: B.Tech, BE, BCA, DOEACC B or C Level, or a degree in Computer Science, Information Technology or Electronics with computer specialisation, or an equivalent qualification.
  • Junior Accountant: Bachelor’s degree with Mathematics or Statistics, or a degree in Commerce from a recognised university. Candidates must qualify in the examination prescribed by NBEMS. Three years of experience in accounts and computer-based accounting is desirable.
  • Stenographer: Senior Secondary examination, equivalent to Class 12 of the 10+2 system. Stenographic speed of 80 words per minute in shorthand and 30 words per minute in typing is required. Candidates must qualify in the General English, shorthand and typewriting test conducted by NBEMS.
  • Junior Assistant: Senior Secondary examination from a recognised board or university. Proficiency in computers, basic software packages such as Windows and network operating systems, and working in a LAN environment is required. Candidates must qualify in the examination prescribed by NBEMS.

Admit Card Details

The examination date, time, venue and roll number will be communicated through the E-Admit Card and notices uploaded on the NBEMS website. Candidates will be able to download and print the admit card from the official website when it is released.

Candidates should verify their name, photograph, signature and other particulars on the admit card and confirmation page. Any discrepancy should be reported immediately to the NBEMS helpline at 011-45593000.

Candidates must carry at least one valid photo identity proof to the examination centre, such as Aadhaar card, government-issued identity card, voter identity card, driving licence, passport, PAN card or a bank passbook with photograph.

Mobile phones, pagers, Bluetooth devices, communication equipment, electronic watches, calculators and other prohibited gadgets are not allowed inside the examination hall. Candidates should retain the confirmation page, application form printout, E-Admit Card printout and at least five identical coloured passport-size photographs for future use.

No interview will be conducted for Group B and Group C posts. Candidates must participate in all prescribed stages of the examination. Admission at every stage is provisional and does not confirm eligibility or confer any right to appointment.

Exam Pattern

For Junior Accountant, Stenographer and Junior Assistant, the selection examination will consist of two stages.

  • Duration: 180 minutes
  • Negative marking: 0.25 marks for each wrong answer
  • Minimum qualifying marks: 40% for SC/ST/PwBD/Ex-Servicemen candidates and 50% for other candidates
  • The question paper will be available in English and Hindi.
  • Paper level: Graduate level for Junior Accountant and 10+2 level for Stenographer and Junior Assistant.

Stage-II: Computer Knowledge / Skill Test

The Stage-II test will carry 100 marks and will have a duration of 75 minutes. Five candidates against each vacancy in each category, based on Stage-I merit, will be called for this test.

The test may include data entry, word processing, computer operation and stenography according to the requirements of the post. The minimum qualifying marks are 40% for SC/ST/PwBD/Ex-Servicemen candidates and 50% for other candidates.

The examination syllabus and selection criteria for Deputy Director (Medical) and Junior Programmer will be notified separately on the NBEMS website.

Merit List

For Junior Accountant, Stenographer and Junior Assistant, the final merit list will be prepared on the basis of total marks obtained in Stage-I and Stage-II. In case of a tie, the older candidate will be placed higher in the merit list. The merit or select list will remain valid for one year or until the next selection, whichever is earlier.

The criteria for preparing the final merit list for Deputy Director (Medical) and Junior Programmer will be notified separately by NBEMS.

PwBD and Ex-Servicemen Provisions

Three vacancies in the cadre are earmarked for Persons with Benchmark Disabilities. PwBD reservation is available only to candidates having at least 40% relevant disability and possessing a disability certificate issued by the competent authority.

PwBD candidates may avail themselves of a scribe or compensatory time of 20 minutes per hour of examination upon request. The candidate must arrange the scribe independently, and the scribe’s qualification must not exceed the minimum qualification prescribed for the examination.

Horizontal reservation is also applicable for Ex-Servicemen as per Government of India rules.

Service Bond and Other Conditions

Selected candidates will be required to execute a penalty bond agreeing to serve NBEMS for a minimum continuous period of two years, corresponding to the probation period. Resignation or voluntary withdrawal before completion of two years may result in liability to pay three months’ last-drawn salary as liquidated damages.

Candidates already employed in Central or State Government departments, Public Sector Undertakings or other government-controlled organisations must produce a No Objection Certificate whenever required. False or incomplete information, incorrect certificates, concealment of facts or canvassing may lead to cancellation of candidature and legal action.
