Answer Key Details

BSNL will display or provide the provisional question/answer key on the same examination portal after the online examination. Candidates will be able to check the questions and recorded answer options and submit online grievances or challenges only through the prescribed portal and format.

Answer Key Challenge Fee

Challenges will be accepted only against the question or answer options. Candidates should retain the acknowledgement or transaction details of any challenge submitted.

Vacancy Details

Reservations are applicable as per Central Government guidelines for SC, ST, OBC, PwBD, EWS and Ex-Serviceman candidates. PwBD reservation is horizontal. Benchmark disability means disability of not less than 40%, certified by the competent authority.

Application Fee

The fee is payable online only through Internet Banking, Credit Card or Debit Card. The fee is non-refundable and cannot be adjusted against any other examination or selection.

Age Limit

The minimum age is 20 years and the normal maximum age is 30 years as on the closing date of receipt of applications.

Ex-Servicemen will receive age relaxation as per Central Government rules. OBC reservation is available only to candidates belonging to the non-creamy layer. The OBC-NCL certificate must have been issued on or after 01/04/2026. EWS certificates must also have been issued on or after 01/04/2026.

Eligibility / Qualification

Candidates must be Indian nationals and must possess the required qualification on the closing date of receipt of applications. The candidate must also be capable of distinguishing principal colours and should have binocular vision.

Educational Qualification

A candidate must possess a Bachelor of Engineering degree or equivalent qualification from a Central Government or State Government recognised institution or university in any of the following disciplines:

• Telecommunications
• Electronics
• Radio
• Computer
• Electrical
• Information Technology
• Instrumentation

Candidates possessing M.Sc. in Electronics or M.Sc. in Computer Science are also eligible. Candidates holding an M.Tech qualification in the prescribed disciplines are eligible to appear in the direct recruitment examination. The qualification must be obtained from a recognised university incorporated by an Act of Parliament or declared to be a deemed university under Section 3 of the UGC Act, 1956.

The examination will contain Engineering Stream Section-I, Engineering Stream Section-II and General Ability Test Section-III. Candidates must secure the prescribed minimum qualifying marks in every section and in aggregate.

Exam Pattern

The examination consists of objective-type multiple-choice questions with negative marking. Each correct answer carries 4 marks, while each wrong answer attracts a penalty of 1 mark.

The minimum qualifying marks in each section are 40% for Unreserved and OBC-CL candidates and 35% for SC, ST, OBC-NCL, PwBD and EWS candidates. The overall minimum qualifying marks are 50% for Unreserved and OBC-CL candidates and 45% for SC, ST, OBC-NCL, PwBD and EWS candidates.

Engineering Stream Section-I

• Materials and Components: Electronic engineering materials, conductors, semiconductors, insulators, magnetic and ferroelectric materials, piezoelectric materials, ceramics, optical and superconducting materials, resistors, capacitors, inductors, ferrites, quartz crystals, ceramic resonators, electromagnetic and electromechanical components.
• Physical Electronics, Electronic Devices and ICs: Electrons and holes in semiconductors, carrier statistics, current flow, Hall effect, junction theory, diodes, bipolar junction transistors, field-effect transistors, SCRs, CTOs, power MOSFETs, bipolar/MOS/CMOS integrated circuits and optoelectronics.
• Network Theory: Network analysis, network theorems, transient and steady-state sinusoidal response, transmission criteria, delay and rise time, Elmore's definition, cascading effects and network synthesis.
• Electromagnetic Theory: Transmission lines, standing waves, matching applications, microstrip lines, waveguides, resonators and antenna theory.
• Electronic Measurements and Instrumentation: Standards, error analysis, measurement of electrical quantities, analogue and digital instruments, transducers, measurement of temperature, pressure and humidity, and industrial telemetry.
• Power Electronics: Power semiconductor devices, thyristors, power transistors, MOSFETs, AC-to-DC converters, DC-to-DC converters, AC regulators, thyristor-controlled reactors, switched-capacitor networks, inverters, pulse-width modulation, sinusoidal modulation and switched-mode power supplies.

Engineering Stream Section-II

• Analog Electronic Circuits: Transistor biasing, stabilisation, small-signal analysis, power amplifiers, frequency response, feedback amplifiers, tuned amplifiers, oscillators, rectifiers, power supplies, operational amplifiers, linear integrated circuits, pulse-shaping circuits and waveform generators.
• Digital Electronic Circuits: Boolean algebra, Karnaugh maps, logic gates and families, combinational circuits, adders, comparators, multiplexers, demultiplexers, ROM, flip-flops, counters, registers, waveform generators, A/D and D/A converters and semiconductor memories.
• Control Systems: Transient and steady-state response, feedback, stability, sensitivity, root locus, frequency response, gain and phase margins, Nichols charts, transient-response approximation, compensators and industrial controllers.
• Communication Systems: Information theory, analogue and digital modulation, sampling, data reconstruction, quantisation, coding, time-division and frequency-division multiplexing, equalisation, optical communication, signal propagation at HF, VHF, UHF and microwave frequencies, and satellite communication.
• Microwave Engineering: Microwave tubes, solid-state devices, microwave generation and amplifiers, waveguides, microwave components and circuits, microstrip circuits, microwave antennas, microwave measurements, masers, lasers, propagation and terrestrial or satellite-based microwave communication systems.
• Computer Engineering: Number systems, data representation, programming, PASCAL/C, data structures, computer architecture, processor design, control unit design, memory organisation, I/O system organisation and personal computers.
• Microprocessors: Microprocessor architecture, instruction sets, assembly language programming, memory and I/O interfacing, and applications in telecommunications and power systems.

General Ability Test Section-III

The General Ability Test assesses comprehension and understanding of General English through simple exercises. It also includes current events, everyday scientific observations, developments in telecommunications, Indian History and Geography. The standard is intended for an educated engineering graduate.

Pay Scale and Service Conditions

The Junior Telecom Officer (Telecom) will be recruited in the IDA pay scale E-1 of ₹16,400–₹40,500, under the second Pay Revision Committee pay scale applicable from 01/01/2007.

JTO is a Circle Cadre post, and recruitment will be made against the respective recruiting Circle. Candidates may indicate preferences for up to 21 BSNL Circles. The preference once exercised will be final, and selection will depend on merit, marks obtained and vacancies available in the opted Circles. Selected candidates may be transferred anywhere in India in the interest of service.

Selected candidates must execute a bond of ₹6,00,000 and serve BSNL for at least five years from the date of appointment. The probation period is two years. Training includes JTO Phase-I training of 10 weeks, field training of 4 weeks and JTO Phase-II specialisation training of 6 weeks.

Examination Centres

The examination is proposed to be conducted in one of the following 27 cities or centres: Port Blair, Vijayawada, Guwahati, Patna, Chennai, Raipur, Ahmedabad, Ambala, Shimla, Jammu, Ranchi, Bangalore, Thiruvananthapuram, Kolkata, Bhopal, Mumbai, Shillong, Dimapur, New Delhi, Bhubaneswar, Chandigarh, Jaipur, Gangtok, Hyderabad, Lucknow, Meerut and Dehradun.

Candidates can select only one examination city or centre. Depending on the number of candidates, BSNL may allot an examination centre in any listed city or a nearby city.

Important Instructions for Candidates

• Admit cards will be available through the BSNL examination portal and will not be sent by post or email.
• Candidates should retain their registration slip and admit card for future reference.
• Candidates must carry valid identity proof, qualification documents and applicable reservation certificates during document verification.
• Candidates employed in Government departments, Public Sector Undertakings or autonomous bodies must produce a No Objection Certificate during document verification.
• Multiple applications may result in rejection of earlier applications; the latest application or registration number will be treated as final.
• No request for withdrawal of candidature will be entertained.
• Any false or misleading information may result in cancellation of candidature at any stage.
• Appointment is subject to successful completion of document verification, medical examination and other prescribed formalities.
