The Staff Selection Commission (SSC) has released the notification for the Stenographer Grade ‘C’ and ‘D’ Examination, 2025. The recruitment will be conducted for approximately 261 vacancies in various Ministries, Departments and Organizations of the Government of India. Eligible candidates who possess 12th-standard qualification and stenography skills can apply online between 06/06/2025 and 26/06/2025.

Application Fee

The fee can be paid online through BHIM UPI, Net Banking, Visa, Mastercard, Maestro or RuPay Debit/Credit Cards. The fee must be paid by 27/06/2025 up to 23:00 hours. The fee once paid will not be refunded or adjusted against any other examination.

During the correction window, correction charges will be ₹200 for the first correction and ₹500 for the second correction, irrespective of gender or category. Correction charges are payable online and are non-refundable.

Age Limit

The age will be calculated as on 01/08/2025.

• Stenographer Grade ‘C’: 18 to 30 years. Candidates must have been born between 02/08/1995 and 01/08/2007.
• Stenographer Grade ‘D’: 18 to 27 years. Candidates must have been born between 02/08/1998 and 01/08/2007.

Vacancy Details

The Commission has notified approximately 261 vacancies. The vacancies are tentative, and the firm number may be determined later. Updated post-wise and category-wise vacancy details will be published by SSC on its website under For Candidates > Tentative Vacancy. State-wise or zone-wise vacancies are not collected by the Commission.

Reservation will be provided for SC, ST, OBC, EWS, ESM and PwBD candidates according to applicable Government rules. ESM vacancies are reserved only for the Group ‘C’ post of Stenographer Grade ‘D’.

Eligibility / Qualification

• Candidates must have passed the 12th Standard or equivalent examination from a recognized Board or University on or before 01/08/2025.
• Candidates must possess stenography skills to apply for the examination.
• Candidates whose qualifying examination result was declared on or before 01/08/2025 and who were declared passed may be considered eligible, subject to documentary proof.
• Candidates claiming an equivalent qualification must produce an equivalence certificate from the concerned authority during Document Verification.
• Qualifications obtained through Open and Distance Learning must be recognized by the Distance Education Bureau of the University Grants Commission for the relevant period.
• Candidates must produce original marksheets, provisional certificates or other proof of passing the 12th Standard during Document Verification.
• Eligible candidates may apply for Stenographer Grade ‘C’, Stenographer Grade ‘D’ or both posts.

Nationality

A candidate must be a citizen of India, a subject of Nepal or Bhutan, or a person of Indian origin who migrated from specified countries with the intention of permanently settling in India. Candidates requiring an eligibility certificate from the Government of India may be admitted provisionally, but appointment will be offered only after production of the required certificate.

The Computer Based Examination is used for shortlisting candidates for the Skill Test. The Skill Test is mandatory but qualifying in nature. Final selection is based on Computer Based Examination performance, subject to qualifying the Skill Test and fulfilling all applicable eligibility, physical and medical requirements.

The minimum qualifying marks in the Computer Based Examination are 30% for Unreserved candidates, 25% for OBC/EWS candidates and 20% for all other categories.

Exam Pattern

Computer Based Examination

• Duration: 2 hours.
• Duration for eligible candidates using a scribe: 2 hours 40 minutes.
• The question paper will contain objective-type multiple-choice questions.
• Questions will be set in English and Hindi, except the English Language and Comprehension section.
• There will be negative marking of 0.25 marks for every wrong answer.
• Marks may be normalized if the examination is conducted in multiple shifts.

Indicative Syllabus

General Intelligence and Reasoning: Analogies, similarities and differences, space visualization, problem solving, analysis, judgment, decision making, visual memory, observation, relationship concepts, arithmetical reasoning, verbal and figure classification, number series and non-verbal series.

General Awareness: Current events, everyday observation and scientific aspects, Sports, History, Culture, Geography, Economic Scene, General Polity, Indian Constitution and Scientific Research, with emphasis on India and neighboring countries.

English Language and Comprehension: Vocabulary, grammar, sentence structure, synonyms, antonyms, correct usage, comprehension and writing ability.

For candidates with visual disability of 40% or above, the General Intelligence and General Awareness papers will not contain maps, graphs, diagrams or statistical data components.

Stenography Skill Test

Candidates shortlisted through the Computer Based Examination will be required to take a stenography test in English or Hindi, as selected in the online application.

• Stenographer Grade ‘C’: Dictation for 10 minutes at 100 words per minute.
• Stenographer Grade ‘D’: Dictation for 10 minutes at 80 words per minute.
• The dictated matter must be transcribed on a computer.

Candidates opting for Hindi stenography may be required to learn English stenography after appointment, and candidates opting for English stenography may be required to learn Hindi stenography, depending on the functional requirements of the User Office.

Scribe Facility and Compensatory Time

Eligible PwBD/PwD candidates may avail themselves of a scribe facility subject to submission of the prescribed medical certificate, disability certificate or undertaking. Candidates may choose their own scribe or use a scribe provided by SSC.

• A scribe must complete One-Time Registration and Aadhaar authentication on the SSC website.
• A scribe cannot assist more than one candidate in the same examination.
• A candidate appearing in the examination cannot act as a scribe for another candidate in the same examination.
• The scribe’s qualification must be one level below the qualification of the candidate.
• Candidates eligible to use a scribe will receive 20 minutes of compensatory time per hour of examination, even if they do not use the scribe facility.
• Required scribe documents, medical certificates and identity proofs must be produced during the examination and Document Verification.

Examination Centres

Candidates must select three examination centres anywhere in India, in order of priority. Requests for change of centre will not be accepted after submission.

Major examination centres are available under the following SSC regions:

• Central Region: Bihar and Uttar Pradesh
• Eastern Region: Andaman and Nicobar Islands, Jharkhand, Odisha, Sikkim and West Bengal
• Karnataka Kerala Region: Lakshadweep, Karnataka and Kerala
• Madhya Pradesh Region: Chhattisgarh and Madhya Pradesh
• North Eastern Region: Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland and Tripura
• Northern Region: Delhi, Rajasthan and Uttarakhand
• North Western Region: Chandigarh, Haryana, Himachal Pradesh, Jammu and Kashmir, Ladakh, Himachal Pradesh and Punjab
• Southern Region: Andhra Pradesh, Puducherry, Tamil Nadu and Telangana
• Western Region: Dadra and Nagar Haveli, Daman and Diu, Goa, Gujarat and Maharashtra

The Commission may add, cancel or change examination centres and may divert candidates to another centre when required.

Document Verification

Document Verification will be conducted by the concerned User Departments or Organizations after declaration of the final result. Candidates must produce original documents along with copies, including:

• Matriculation or Secondary Examination Certificate
• 12th Standard marksheet, provisional certificate or equivalent qualification proof
• Equivalence certificate, where applicable
• SC/ST/OBC/EWS/PwBD category certificate, where applicable
• Ex-Servicemen documents, discharge certificate and undertaking, where applicable
• Certificate supporting age relaxation, where applicable
• No Objection Certificate for candidates employed in Government service or Government undertakings
• Documents supporting any change in name
• Original photo identity proof and other documents specified in the Admission Certificate

Candidature will remain provisional until all educational, category, age, physical and medical documents are verified and found satisfactory.

Border Roads Organisation Requirements

For vacancies, if any, reported by the Border Roads Organisation (BRO), candidates must satisfy the prescribed Physical Efficiency Test, physical standards and medical standards. Only male candidates are eligible for Stenographer Grade ‘D’ vacancies in BRO, if such vacancies are reported.

The Physical Efficiency Test consists of a one-mile run to be completed within 10 minutes. Passing the test is mandatory. Selected candidates must also pass the BRO medical examination before appointment.

Candidates selected for BRO posts may be required to undergo training at GREF Centre, Dighi Camp, Pune, and may be posted anywhere in India.

Salary / Pay Scale

The notification text provided does not specify the pay level or pay scale for Stenographer Grade ‘C’ and Grade ‘D’. The applicable pay details will be governed by the Recruitment Rules of the concerned Ministries, Departments or Organizations.

Important Instructions

• Only one online application is permitted during the normal application period.
• Earlier One-Time Registration created on the old SSC website will not work on the new website. Candidates must complete OTR on https://ssc.gov.in.
• Aadhaar-based authentication is available during OTR and application submission.
• Candidates must enter their name, father’s name, mother’s name and date of birth exactly as recorded in the Matriculation Certificate.
• The application uses a live photograph capture facility. Candidates should use a plain background, good lighting and a full frontal view without a cap, mask or spectacles.
• The scanned signature must be in JPEG/JPG format, approximately 10–20 KB, with dimensions of about 6.0 cm × 2.0 cm.
• Candidates must preview the application carefully before final submission and retain a printout for their records.
• Admission Certificates will not be sent by post and must be downloaded from the SSC or concerned Regional Office website.
• Candidates who have not completed Aadhaar authentication must report approximately two hours before the scheduled examination time and carry the Admission Certificate, two recent passport-size colour photographs and an original valid photo identity proof showing the date of birth.
• All posts carry All India Service Liability, meaning selected candidates may be required to serve anywhere in India.
• Canvassing in any form will lead to disqualification.
• No re-evaluation or re-checking of marks is permitted.
