The order states that vacancy advertisements may be issued during the period from 01 July to 31 December or from 01 January to 30 June. The applicable cut-off date for eligibility will be 01 July or 01 January, depending on the period in which the advertisement is published.

Age Limit

  • For direct recruitment to Anganwadi Worker and Anganwadi Helper posts, the minimum age is 18 years and the maximum age is 35 years.
  • For selection of eligible Anganwadi Helpers to Anganwadi Worker posts, the candidate’s age should not exceed 50 years.
  • Age will be determined using the date of birth recorded in the High School marksheet and certificate.
  • Honorarium-based services will automatically end upon attaining the age of 62 years.
  • The retirement date will generally be 30 April of the relevant calendar year. The order gives examples for candidates completing 62 years during May 2024 and April 2024.

Vacancy Details

The government order does not specify a consolidated vacancy count. Vacancies will be identified and determined at the project and district level by the District Programme Officer and approved by the District Magistrate.

  • 50% of vacant Anganwadi Worker posts will be filled by selection from eligible Anganwadi Helpers.
  • The remaining vacant posts may be filled through direct recruitment.
  • If eligible Helpers are not available for the reserved promotion quota, the vacancies may be filled through direct recruitment after following the prescribed procedure.
  • The number of vacancies, reservation category and centre-wise details will be published in the relevant district advertisement.

Eligibility / Qualification

Educational Qualification

  • The minimum educational qualification for Anganwadi Worker and Anganwadi Helper posts is Intermediate or an equivalent qualification.
  • Equivalence of High School and Intermediate qualifications must be determined on the basis of the equivalence list issued by the Uttar Pradesh Madhyamik Shiksha Parishad or other competent authority.
  • Marks obtained under grading or CGPA systems will be converted into percentage marks according to the applicable rules.

Residence and Local Eligibility

  • For rural areas, the candidate should ordinarily be a resident of the same Gram Sabha where the Anganwadi Centre is located.
  • For urban areas, the candidate should ordinarily be a resident of the same ward where the Anganwadi Centre is located.
  • Residence certificates issued through online digital signatures by the Tehsil will be accepted where online verification is possible.
  • Applications submitted from outside the concerned Gram Sabha or urban ward may not be considered, except where the order permits further selection as per the prescribed priority procedure.

Direct Recruitment Priority

For direct recruitment to Anganwadi Worker and Helper posts, preference will be given in the following order:

  1. A widow woman from a family living below the poverty line in the same Gram Sabha or urban ward.
  2. A legally divorced or abandoned woman from a family living below the poverty line in the same Gram Sabha or urban ward.
  3. A widow, divorced or abandoned woman from a family living below the poverty line in the same Gram Sabha or urban ward, where candidates from the higher-priority categories are unavailable.
  4. If no eligible candidate is available in the above categories, selection will be made according to the prescribed category-wise procedure from the concerned Gram Sabha or urban ward.

For widow candidates, a death certificate issued by the Gram Panchayat Officer or the concerned urban local body and a certified copy of the family register will be accepted. For divorced or abandoned candidates, a valid legal order issued by a competent court will be accepted.

Selection Process

  1. Vacancy Identification: Vacant posts will be calculated at the district and project level.
  2. Advertisement: Vacancies will be published through the prescribed local and state-level newspapers and uploaded on the departmental portal.
  3. Online Application: Candidates must submit the application online in the prescribed format. Applications sent offline or by post will not be accepted.
  4. Document Verification: Educational, residence, category, poverty-line and other supporting documents will be verified.
  5. Merit List Preparation: Merit will be prepared on the basis of educational qualification and other prescribed criteria.
  6. Reservation Compliance: Reservation for Scheduled Caste, Scheduled Tribe, Other Backward Class and other applicable categories will be followed according to government rules.
  7. Selection Committee Approval: The district-level selection committee will examine and approve the selection list.
  8. Appointment: Appointment letters will be issued by the competent appointment authority within 15 working days after approval.
  9. Joining and Centre Allocation: The appointment order will mention the Anganwadi Centre’s 11-digit code and original location. If multiple centres exist in the same Gram Sabha or ward, centres will be allotted according to priority.

Merit Calculation

  • Merit will be prepared on the basis of marks obtained in the minimum and maximum educational qualifications prescribed for the post.
  • Educational marks will be converted into a score out of 10 by dividing the percentage marks by 10.
  • For example, 45% marks will provide 4.5 merit marks, while 59% marks will provide 5.9 merit marks.
  • Marks obtained under grading or CGPA systems will also be converted and calculated under the prescribed formula.
  • Calculations will be made up to three decimal places. Digits after the third decimal place will not be rounded off.
  • If candidates obtain equal marks, the older candidate will receive higher priority.
  • If marks and age are also equal, the candidate with the higher educational qualification will receive higher priority.
  • A waiting or second-priority list will also be prepared for candidates who do not join after selection.

Reservation Rules

  • Reservation will be implemented for Scheduled Caste, Scheduled Tribe, Other Backward Class and other categories as prescribed by the Government of Uttar Pradesh.
  • Reservation must not be affected while selecting Anganwadi Workers from Anganwadi Helpers.
  • If eligible candidates from a reserved category are unavailable, applications may be invited again from the concerned Gram Sabha, ward or Nyaya Panchayat area as applicable.
  • If suitable reserved-category candidates remain unavailable even after the prescribed process, the district-level authority may reassess reservation and fill vacancies according to the applicable rules, subject to approval by the District Magistrate.

Selection Committee

The district-level selection committee will generally include the following members:

  1. A Chief Development Officer nominated by the District Magistrate or a senior administrative officer at the Additional District Magistrate level as Chairperson.
  2. The District Programme Officer as Member Secretary.
  3. A district-level officer nominated by the District Magistrate from the Scheduled Caste or Scheduled Tribe category as Member.
  4. A district-level officer nominated by the District Magistrate from the Other Backward Class category as Member.
  5. A female officer from Group A or Group B posted in the district, nominated by the District Magistrate, as Member.
  6. The concerned Child Development Project Officer as Member or presenter.

The quorum for a selection committee meeting will be at least four members. The Chairperson and District Programme Officer must be present, and representation of Scheduled Caste, Scheduled Tribe and Other Backward Class categories must be ensured.

Application and Document Requirements

  • Applications must be submitted online through the prescribed departmental portal.
  • Applicants must upload clear and readable self-attested documents wherever required.
  • Offline applications or applications sent by post will not be accepted.
  • Incorrect information, discrepancies in marks or educational records, false documents or concealment of facts may lead to cancellation of candidature.
  • The final vacancy advertisement will specify the documents, centre details and submission schedule applicable to the concerned district or project.

Salary / Pay Scale

Anganwadi Workers and Anganwadi Helpers are engaged on an honorarium-based service arrangement under the Integrated Child Development Services Programme. The government order does not specify a revised honorarium amount. Service will continue subject to the applicable honorarium rules, satisfactory performance and prescribed conditions.

Service Termination

  • If an Anganwadi Worker or Helper is elected to a local body or political post, such as Gram Sabha member, Gram Pradhan, Panchayat member, Block Pramukh, Zila Panchayat member, Zila Panchayat Chairperson, Municipal Board member, Chairperson, Councillor or Mayor, the honorarium-based service will automatically end after the election result is declared and the oath is taken.
  • If the worker or helper leaves the original village, begins residing in another village or relocates after marriage, the concerned authority may terminate the honorarium-based service after verification.
  • Service may also be terminated for unauthorised absence, failure to perform assigned duties, improper operation of the Anganwadi Centre or improper distribution of supplementary nutrition, after providing an opportunity of hearing and obtaining approval from the District Magistrate.
  • The order will take effect immediately.
