Western Coalfields Limited (WCL), a Miniratna company under Coal India Limited, has released Employment Notification No. 2026/69 dated 16/07/2026 for open recruitment of Statutory Supervisory Staff. Online applications are invited from eligible Indian citizens for Mining Sirdar, T&S Grade-C and Assistant Foreman (Trainee) (Electrical) / Electrical Supervisor, T&S Grade-C posts.   • Departmental candidates (CIL & its subsidiaries employees): No upper age limit

• Vacancies are provisional and may increase/decrease as per WCL management decision.
• PwBD reservation is not applicable for Mining Sirdar as the post is not identified for PwBD as per applicable instructions.

Eligibility / Qualification

1) Mining Sirdar, T&S Grade-C

Candidates must have either:

Option A

• Valid Mining Sirdar Competency Certificate issued by DGMS
• Valid Gas Testing Certificate
• Valid First Aid Certificate
• 3 years experience of working in Underground (UG) mines

OR Option B

• Diploma in Mining Engineering from a Government recognized institute
• Valid Overman Competency Certificate issued by DGMS
• Valid Gas Testing Certificate
• Valid First Aid Certificate

Additional eligibility notes:

• Candidates with equivalent qualification approved by Central Government or higher qualification in the relevant discipline are eligible.
• Candidates holding higher statutory competency certificates issued by DGMS are also eligible.
• Qualifications obtained through distance education / part-time mode (or equivalent) are not accepted.
• Since vacancies are for both UG and Opencast (OC) mines, candidates with restricted competency certificates are not eligible.

2) Assistant Foreman (Trainee) (Electrical) / Electrical Supervisor, T&S Grade-C

• Diploma in Electrical Engineering (minimum 3 years course) from a Government recognized institute
• Valid Electrical Supervisory Certificate for Mines issued by the appropriate Government

Selection Process

1. Computer Based Test (CBT)
2. Shortlisting based on CBT marks (category-wise)
3. Document Verification (candidates called up to 3 times the number of vacancies category-wise)
4. Merit Panel publication on WCL website (based on CBT marks after verification)
5. Initial Medical Examination as per company medical standards

Tie-breaking in CBT marks:

• Older candidate (by Date of Birth) will be placed higher; if still tied, then alphabetical order of first name as per matriculation certificate.

Part 2 (Mining Sirdar):

• Opencast methods, drilling/blasting, HEMM, reclamation, dump management, traffic rules
• Drifting, ventilation, blasting
• Geology, mine surveying, inundation dangers
• Mine fires, rescue, ventilation & gases
• Duties of Sirdar, inspections, report writing
• Winding/haulage, access & egress, shaft sinking
• Coal dust regulations, accidents classification
• Face machinery (SDL/LHD/CM etc.)
• Electrical basics in mines (cables, switches, FLP, intrinsically safe devices)
• Mines Act 1952, Coal Mines Regulations 2017, DGMS circulars

Part 2 (Electrical Supervisor):

• Basics of electrical engineering, safety devices, PPE, measuring instruments
• Power generation economics, capacitor bank, APFC, AVR
• Electrical machines (motors, generators, transformers, CT/PT, renewable equipment)
• Drives & control (VFD, soft starters, PLC/SCADA/DCS)
• Switchgear & protection, relay coordination
• Earthing (IS 3043), neutral systems and monitoring
• Substation design/layout and safety
• O/H lines and UG cables, jointing/terminations, lightning protection
• Permit to work (IS:5216), firefighting, first aid/resuscitation
• CEA Safety Regulations 2023, Electricity Act 2003, NBC 2016
• On-site emergency management plan for electrical contingencies
