Women are provided 35% horizontal reservation in accordance with the applicable Bihar Government rules. Reservation benefits are available primarily to eligible permanent residents of Bihar, subject to the production of valid certificates issued by the competent authority.

Application Fee

The notification prescribes an examination fee of ₹100 per candidate. Payment is to be made online through Credit Card, Debit Card or UPI. Applicable bank or payment gateway charges may be collected separately.

Age Limit

The age limit prescribed in the notification is calculated as on 01/08/2025. The minimum age is 21 years for Private Assistant and Stenographer, and 18 years for Data Entry Operator and Lower Division Clerk. The maximum age is 37 years for unreserved male candidates, 40 years for unreserved female candidates and Backward Class/Extremely Backward Class candidates, and 42 years for Scheduled Caste/Scheduled Tribe candidates. Other relaxations for eligible government employees and ex-servicemen are applicable as per the stated government rules.

Eligibility / Qualification

Private Assistant

  • Graduation degree from a university recognised by the State or Central Government.
  • Hindi shorthand speed of 100 words per minute.
  • Hindi and English typing speed of 30 words per minute.
  • A certificate in a computer course recognised by AICTE, DOEACC or NIELIT, or an equivalent ‘O’ Level subject/course prescribed by DOEACC/NIELIT, or qualification in a computer proficiency test.

Stenographer

  • Graduation degree from a university recognised by the State or Central Government.
  • Hindi shorthand speed of 80 words per minute.
  • Hindi and English typing speed of 30 words per minute.
  • A recognised computer course certificate or an equivalent DOEACC/NIELIT ‘O’ Level qualification, or qualification in a computer proficiency test.

Data Entry Operator

  • Intermediate qualification from a recognised institution or Intermediate examination conducted by the Bihar School Examination Board.
  • Hindi and English computer typing speed of 8,000 keystrokes per hour.
  • ADCA or a computer course certificate recognised by AICTE, DOEACC or NIELIT, or an equivalent DOEACC/NIELIT ‘O’ Level qualification, or qualification in a computer proficiency test.

Lower Division Clerk

  • Intermediate qualification from a recognised institution or Intermediate examination conducted by the Bihar School Examination Board.
  • Hindi and English typing speed of 30 words per minute.
  • A recognised computer course certificate or an equivalent DOEACC/NIELIT ‘O’ Level qualification, or qualification in a computer proficiency test.

Selection Process

The selection process varies according to the post and includes the following stages:

  1. Preliminary written examination conducted through an OMR-based objective multiple-choice test.
  2. Hindi shorthand test for Private Assistant and Stenographer posts.
  3. Hindi and English computer typing test.
  4. Computer-based MS Office Word processing test.
  5. Document verification.
  6. Biometric thumb impression verification during the examination and selection process.

Candidates declared unsuccessful at any stage will not be permitted to appear in the next stage. For Private Assistant and Stenographer posts, the merit list is prepared on the basis of marks obtained in the Hindi shorthand test among candidates who qualify in the relevant tests.

  • Duration: 2 hours.
  • The examination contains objective multiple-choice questions.
  • Each correct answer carries 4 marks.
  • 1 mark is deducted for every incorrect answer.
  • The examination may be conducted in Hindi and English. Where there is a difference between the Hindi and English versions, the English question will be treated as valid.
  • Candidates approximately ten times the number of vacancies may be shortlisted for the next stage.
  • Minimum qualifying marks are 40% for General category, 36.5% for Backward Class, 34% for Extremely Backward Class, and 32% for Scheduled Caste, Scheduled Tribe, women and PwBD candidates.

Skill Tests

For Private Assistant and Stenographer posts, the shorthand and typing-related tests include Hindi shorthand, Hindi typing, English typing and MS Office Word processing. The Hindi shorthand test is conducted for five minutes. The prescribed shorthand speed is 100 words per minute for Private Assistant and 80 words per minute for Stenographer.

For Data Entry Operator posts, Hindi and English computer typing tests are conducted at 8,000 keystrokes per hour, along with a one-hour MS Office Word processing test carrying 100 marks, with 50 marks assigned to Hindi and 50 marks to English.

For Lower Division Clerk posts, Hindi and English computer typing tests are conducted at 30 words per minute, along with a one-hour MS Office Word processing test carrying 100 marks.

Typing tests are generally conducted for 10 minutes, with a permissible error relaxation of 1.5% as prescribed in the notification. Candidates failing the typing or MS Office Word processing test will not be considered for direct recruitment.
