Staff Selection Commission has released the Combined Higher Secondary (10+2) Level Examination 2025 notice for approximately 3,131 LDC/JSA, DEO and DEO Grade A vacancies. Applications are accepted online from 23 June to 18 July 2025.

The Staff Selection Commission (SSC) has issued the official notice for the Combined Higher Secondary (10+2) Level Examination, 2025. The examination is conducted for recruitment to Group C posts including Lower Divisional Clerk (LDC)/Junior Secretariat Assistant (JSA), Data Entry Operator (DEO), and Data Entry Operator Grade A in various Central Government ministries, departments, offices, constitutional bodies, statutory bodies and tribunals. Approximately 3,131 tentative vacancies are available.

The fee can be paid online through BHIM UPI, Net Banking, Visa, MasterCard, Maestro or RuPay cards. The fee is non-refundable. Application correction charges are ₹200 for the first correction and ₹500 for the second correction, applicable to all candidates irrespective of category or gender.

Age Limit

The age limit is 18 to 27 years as on 01/01/2026. Candidates must have been born between 02/01/1999 and 01/01/2008, inclusive.

The vacancies are tentative. The firm number and post-wise/category-wise vacancy details will be published by SSC in due course. SSC does not collect state-wise or zone-wise vacancies; candidates should contact the concerned user departments for such information.

Eligibility / Qualification

  • For LDC/JSA and DEO/DEO Grade A, except DEO posts in the departments specifically mentioned below, candidates must have passed the 12th Standard or equivalent examination from a recognized Board or University.
  • For DEO/DEO Grade A in the Ministry of Consumer Affairs, Food and Public Distribution, Ministry of Culture and Staff Selection Commission, candidates must have passed the 12th Standard in the Science stream with Mathematics as a subject from a recognized Board or equivalent.
  • Candidates appearing in the 12th Standard examination may apply, but they must possess the required qualification by 01/01/2026.
  • Open and Distance Learning qualifications must have approval from the Distance Education Bureau, University Grants Commission, for the relevant period.
  • Equivalent qualifications require an Equivalence Certificate from the competent authority at the time of Document Verification.
  • Candidates must be citizens of India, subjects of Nepal or Bhutan, or eligible persons of Indian origin who migrated from specified countries with the intention of permanently settling in India. Candidates from the latter categories require an eligibility certificate issued by the Government of India.
  • Only male candidates are eligible for any vacancies reported in the Border Roads Organization (BRO).

The duration is 60 minutes. Candidates eligible for a scribe receive 80 minutes. Tier-I consists of objective multiple-choice questions and carries negative marking of 0.50 marks for every wrong answer.

Tier-II Examination

Tier-II is conducted in two sessions on the same day.

Session-I consists of Sections I, II and III and lasts 2 hours 15 minutes. Candidates eligible for a scribe receive 2 hours 55 minutes for the applicable sections. Session-II consists of the Skill Test or Typing Test.

There is negative marking of 1 mark for each wrong answer in Sections I, II and III. The Computer Knowledge Test and Skill Test/Typing Test are qualifying in nature, but qualifying all Tier-II sections is mandatory.

Skill Test and Typing Test

  • The DEO Skill Test is mandatory for all eligible DEO candidates.
  • For specified DEO posts, the required data-entry speed is 15,000 key depressions per hour for 15 minutes, based on approximately 3,700–4,000 key depressions.
  • For other DEO posts, the required data-entry speed is 8,000 key depressions per hour for 15 minutes, based on approximately 2,000–2,200 key depressions.
  • For LDC/JSA, candidates may choose English or Hindi as the typing-test medium.
  • English typing requires 35 words per minute, while Hindi typing requires 30 words per minute.
  • The LDC/JSA Typing Test is conducted for 10 minutes. Eligible scribe candidates receive 5 minutes of compensatory time.
  • PwBD candidates permanently unfit for the Typing Test may seek exemption by submitting the prescribed medical certificate and obtaining prior approval from SSC.

Selection Process

  1. Tier-I Computer-Based Examination.
  2. Shortlisting for Tier-II based on normalized Tier-I scores and applicable cut-offs.
  3. Tier-II Computer-Based Examination.
  4. Computer Knowledge Test, which is qualifying in nature.
  5. DEO Skill Test or LDC/JSA Typing Test, as applicable.
  6. Online submission of post and department preferences.
  7. Document Verification by the concerned user ministry, department or organization.
  8. Medical and physical standards verification wherever applicable.
  9. Final selection based on Tier-II performance, qualifying standards and post preferences.

Minimum qualifying marks are 30% for Unreserved candidates, 25% for OBC/EWS candidates and 20% for all other categories. The final merit list is prepared using aggregate marks in Tier-II Sections I and II, subject to qualifying Sections III and IV.

Answer Key and Result Processing

SSC will publish tentative answer keys for the Computer-Based Examinations on its official website after the examination. Candidates may submit online representations within the prescribed period by paying ₹100 per question. The representation fee is non-refundable, and representations through post, email or any other mode will not be accepted.

After consideration of valid representations, SSC will publish the final answer key. The final answer key will be used for processing the Computer-Based Examination result. There is no provision for re-evaluation or re-checking of examination scores.

Admit Card and Examination Instructions

Admission Certificates for all stages will be issued online through the SSC website and the relevant regional office website. Examination city and timetable information are expected to be uploaded approximately 10 days before the examination, while Admission Certificates are generally available 2–3 days before the examination.

Candidates who have not completed Aadhaar-Based Authentication must carry:

  • Printed Admission Certificate.
  • Two recent passport-size colour photographs.
  • Original valid photo identity proof showing the date of birth, such as Voter ID, Driving Licence, PAN Card, Passport, educational institution ID, employer ID, Ex-Serviceman Discharge Book or another government-issued photo ID.
  • An additional original date-of-birth document if the photo ID does not show the date of birth.
  • Required medical certificates, undertakings and scribe identity documents, wherever applicable.

Scribe and Compensatory Time Facility

Eligible PwBD/PwD candidates may use a scribe if they opt for the facility in the online application. A scribe must complete One-Time Registration and Aadhaar authentication on the SSC website. The scribe's qualification must be one level below the qualification of the candidate.

Eligible candidates receive 20 minutes of compensatory time per hour of examination. Candidates using their own scribe must submit the prescribed undertaking and the scribe's original identity proof at the examination centre.

Document Verification

Document Verification is conducted by the concerned user ministries, departments and organizations after declaration of the final result. Candidates may be required to produce original and photocopies of the following documents:

  • Matriculation or Secondary Certificate.
  • 12th Standard or equivalent educational qualification certificate.
  • Equivalence Certificate, where applicable.
  • Caste or category certificate.
  • PwBD certificate, where applicable.
  • Ex-Servicemen documents and undertaking, where applicable.
  • Age-relaxation certificate, where applicable.
  • No Objection Certificate for candidates employed in Government service or public sector undertakings.
  • Documents supporting a change of name, where applicable.

Failure to substantiate any claim made in the application form may result in cancellation of candidature.

Important Examination Notes

  • Only one application may be submitted during the normal application period.
  • The new SSC website requires a new One-Time Registration; OTR created on the old SSC website will not function on the new website.
  • Candidates must enter their name, parents' names and date of birth exactly as recorded in the Matriculation Certificate.
  • The live photograph must be captured through the application module without a cap, mask or spectacles and with a clear frontal view.
  • The scanned signature must be in JPEG/JPG format and generally between 10 KB and 20 KB.
  • Post and department preferences submitted online are final and irreversible.
  • Candidates not submitting post preferences within the prescribed time will not be considered for final allocation.
  • Final selection does not by itself confer an unconditional right to appointment; candidates must satisfy all applicable physical, medical, educational and other requirements.
  • Candidates selected for BRO LDC posts must pass the prescribed one-mile run, physical standards and medical examination. Only male candidates are eligible for BRO vacancies.
